Wor Bro Fred Hall, a native of Scotshouse, County Monaghan, was elected as the first Deputy Master for the Lodge in November 1938. Several years on he moved to the Runcorn area and some time after that he moved to Carrickfergus, County Antrim and then eventually back to his native Scotshouse.

On 3rd November 1999, the Lodge had the great privilege of welcoming back Bro Hall to a meeting of the Lodge along with his son, Councillor and Bro John Hall (Islandmagee). At that meeting it was decided to purchase a new Bannerette.

Sadly Bro Hall died just two weeks later at a meeting of Co Monaghan Grand Black Chapter. At the December meeting of LOL 71 it was agreed to dedicate the new bannerette in Bro Fred's memory. It was finally dedicated before the Grand Orange Lodge parade in Liverpool in September 2000 with members of the Hall family from Monaghan and Antrim in attendance.
